The Infernal Descent

Leo has the following board :

Whereas Georges has the following board :

The principle of the game is the following : Leo fills his first line by writing in each case either a X or a O. Then Georges plays by making in his first case either a X or a O. After that Leo fills his second line, then Georges his second case, etc... until both boards are completely filled. During the whole game each player sees both boards.

At the end, Leo wins if he has at least one line identical to Georges' one. Else, Georges is the winner.

Problem : Can one of the players use an always-winning strategy ? (thx to E.B. & M.S.)
